Gary Phillips, the Carrboro Poet Laureate, read a poem titled “Silk Hope”.
STUDENTS SPEAK about March 14th walkout to protest gun violence.
Students request sponsorship in order to have t-shirts made for the walkout.
Board voted all in favor to make a donation to go toward the t-shirts for the walkout protest.

recommend an appointment to the Orange County Board of Commissioners.

PUBLIC HEARING: REVIEW OF CONDITIONAL USE PERMIT FOR MIXED USE BUILDING AT 1001 HOMESTEAD ROAD
The purpose of this item was for the Board of Aldermen to hold a
public hearing regarding a request for a Conditional Use Permit for a Mixed Use
Building at 1001 Homestead Road.
Deputy Town Clerk Rebecca Buzzard swore in all individuals who would speak at the public hearing.
Planning/Zoning Development Specialist, James Thomas, presented the staff report review of the Conditional Use Permit for the mixed use building at 1001 Homestead Rd. Mr. Thomas reviewed the traffic impact, bike and vehicle parking, and shading tree canopy. He also addressed the joint review committee’s comments. A summary of stormwater grading, steam buffers, erosion control, utilities, and recreation amenities was provided.
Aldermen discussed whether to grant the conditional use ordinance.

Speakers of the public hearing included: Developer Omar Zinn, Consulting Engineer Chad Huffine, and Martin Roupe, with the Carrboro Planning Department. Roupe presented two additional conditions to the Homestead Rd. conditional use permit. Those additional conditions include:
That the construction plans must be revised to incorporate the adjusted location of the storm drain system to further minimize impacts to the root zone to the 52 inch Oak Tree, as specifically shown on the site plan exhibit presented during the Feb. 27, 2018 meeting.
That during construction plan review, the Town of Carrboro and Orange County Staff shall further review any feasible locations for waste and recycling service to occur in the least intrusive manner related to the Oak tree. If an alternative location is identified, then it shall be approvable without further review by the Board of Aldermen. Citizens can view all of the conditions that make up the Homestead Rd. Conditional Use Permit in the Agenda packet that is located at www.townofcarrboro.org .

UPDATE TO ARTICLE III OF CHAPTER 7 OF THE TOWN CODE-STREETS AND PUBLIC EVENTS: The purpose of this agenda item was to update the current Town Code relating to regulation of street or other public events. UPDATE ON COMMUNICATIONS AND MARKETING PLAN FOR SOUTH GREENSBORO:
The purpose of this item was to brief the Board on communications
and marketing strategies that are being developed to mitigate impacts on business and
the community during the road closure at South Greensboro at the entrance of South
Communication Manager, Rachel Heggen, and Community and Economic Development Director, Annette Lafferty, speak on communications plan for South Greensboro project.
Working with Business Alliance and Developer
Strategizing on Signage for construction (working with DOT).
Banners, Flyers, etc. – Yard signs were suggested.
